• Description: Declares that any public institution of higher education that classifies a student, who is not a United States citizen, as a Tennessee resident for purposes of charging in-state tuition forfeits all state funding. Specifies the declaration does not apply to veterans under the Tennessee Veterans Education Transition Support Act.

• Description: Limits cash withdrawals to $25 daily for cash benefits under the temporary assistance to needy families program with an electronic benefits transfer card from an ATM or a point-of-sale terminal. Authorizes the commissioner of human services to raise or rescind the withdrawal limit to ensure recipients have adequate access to cash assistance and the continued appropriation of federal block grant funds.
